Reflecting on the effects of the long summer of migration of 2015 in the European mobility regime, this article analyses the emerging idea of a human right to global mobility, its different meanings and effects on migration policies and movements since 2015. The analysis focuses on the circulation of the Charter of Palermo, a text signed by the Major of Palermo Leoluca Orlando in 2015 at the end of a public communal conference. The Charter has become an important reference, for welcoming movements and organisations participating in the international network solidarity cities, as well as for institutional and parliamentarian debates at both local and transnational levels. The first part of the article explains the situational understanding of human rights I endorse, leaning on the Arendtian formula of the “right to have rights” along its recent agonistic interpretation in the field of political theory.
