The following article is a »historical materialist policy analysis« (Historisch-materialistische Politikanalyse) (Forschungsgruppe »Staatsprojekt Europa« 2014), which analyses the strategies of political and civil society actors, who are fighting for hegemony in migration politics. It asks how the social relationships of forces in Germany shifted from March 2016 to March 2020. Its basis is a qualitative media analysis, which identified four hegemony projects (neo-liberal, conservative, social and left/-liberal) on the basis of their strategies after the crisis of the EU migration regime in the »summer of migration« (Kasparek/Speer 2015) 2015. The analysis demonstrates that right-wing forces have strengthened, while left-wing actors were able to successfully take up the mobilization during the »Welcome Culture« (Willkommenskultur). Neo-liberal forces continued to pursue their ›migration management‹ project, albeit with major concessions to conservatives and right-wing forces, to incorporate them into a compromise. How fragile this compromise was became apparent in early 2020 in the breach of the EU-Turkey-Agreement.
