Abstract

The EU Commission’s proposal for a ›New Pact for Migration and Asylum‹ is a pact against migration. While it offers a new mechanism of flexible »burden sharing« between EU member states, it remains premised on keeping most migrants from the global South out at all cost. It offers no prospect of ending the enduring mobility conflict opposing the movements of illegalised migrants to the EU’s restrictive migration policies. A new Pact with migrants is urgently needed, one that takes as starting point the reality of migrants’ movements and offers a frame for it to unfold, all the while addressing the systemic conditions leading people to flee their homes as well as the root causes of Europe’s racism. Until such a policy is instituted, human suffering and political crises will be perpetuated, and nongovernmental actors will have to continue to mobilize in defence of and in solidarity with migrants.
